OPEKEPE: Reports to the prosecutor about three producers

Serious allegations of fraud by specific producers, OPEKEPE complains. Specifically, as it is emphasized after an investigation started on the false declaration of areas by producers for the distribution of rights of National Reserve 2019 and 2020, he sent today to the Prosecutor, a report for 3 producers who declared rented private pastures in the area of Grammos, total 4,560 acres. The report was deemed necessary as the audit provided evidence and strong indications for the commission of irregularities with the synergy of other stakeholders which makes it special, since it has the following characteristics. All three applicant producers, a resident of Agia Paraskevi, Attica, a resident of Holargos Attica and a resident of Larissa seem to be renting the alleged privately owned pastures in Grammos, by another producer resident of Larissa (3,600 acres) who also submits an application to the Integrated Management and Control System (OSDE) and from the deceased in 2016 (960 acres) from Larissa. The first two are children of a holder of a Reception Center (K.Y.D.) and the third wife is also a holder of a K.Y.D. The signed lease agreements that were submitted together with the applications do not indicate the ATAK. (Property ID Number) nor the cartographic data of the parcels. In the applications of O.S.D.E. 2019 and 2020, however, is repeatedly registered by the same Α.Τ.Α.Κ. which is real (so that there is no problem with the relevant intersection of OPEKEPE which the authors know) but probably belongs to another owner. Ο Α.Τ.ΑΚ. which is registered in the OSDE applications. has nothing to do with Α.Τ.Α.Κ. listed in E9 of the alleged owner of 3,600 acres in 2019, while in the E9 of the deceased in the years 2014, 2015, 2016 there is no registration in E9 for ownership of 960 acres of pastures in Grammos, nor in another area. Therefore for the rental of a producer with the deceased, although it has a signature on 1.10.2015 (corrected by hand the original 1.10.2018) there are serious indications that it has been “constructed” later to serve the submission of National Reserve applications 2019 with illegal way. The same suspicions and serious indications exist for the other rental houses since in communication of the Administration with the competent Forest Offices, D.A.O.K. and the Municipality of the area, did not confirm the existence of private pastures where the 4,560 rented acres of private pastures have been declared by the three producers. The total amount received by the three applicant producers in 2019 is well above the average received by producers in within the OSDE and is approaching 150,000 euros. They were located after a complaint about one of the three in combination with a risk analysis that is now applied by OPEKEPE. to identify such cases. This is because it has now been established by risk analysis that these irregularities and frauds are carried out by closed groups of 3 to 7 people, as E9-based “triangular leases” are required that are not true to their content. The audit will continue to determine how these large areas were located by the specific producers and the K.Y.D. of relatives, since areas of this area in previous years participated in the technical solution of distribution as public and are very far from their home. We point out that the protection of the Agricultural Fund and transparency in the payment of aid is a first priority for the Organization. Any case arising from a complaint or risk analysis is checked and if there are findings, the procedures provided by the regulations and the law will be followed. These concern a very small minority of producers and the other producers who make up the majority have nothing to fear. Follow it on Google News and be the first to know all the news.
