In the final straight the “Save-Autonomy”

The Ministry of Environment and Energy is in the final stretch for the announcement of the “Save – Autonomy” program. This week, the Program Guide is expected to be published in the Government Gazette, followed by the start of applications in the Region of Thessaly on December 9. “The new” Save “is the largest and most attractive of all the relevant programs that came out until Today, the Minister of Environment and Energy, Kostis Hatzidakis, points out in his statements to ΑΠΕ – ΜΠΕ and adds “his budget is more than double compared to the previous one. The intensity of state aid is almost double. The social groups concerned are more, while with the addition of the actions of “smart energy” the new “Save-Autonomy” becomes more modern but also more efficient in relation to the goal of energy saving. The most important thing, however, is that it comes at a time when the great recession brought by the coronavirus is pushing households and the market everywhere. It is therefore a great stimulus injection – through Brussels – for the Greek economy and society. “RIS postponed the premiere of the program for ten days due to the coronavirus, while for the same reason in the new schedule the regions of Northern Greece – where the problems with the pandemic are more intense – they were postponed to the end. from a responsible statement. The certificate is required, and is still a prerequisite for inclusion in the program, but will be submitted in the next step of the process. The main innovations of the new program include the possibility of financing, for the first time, households for installation of photovoltaic and electric car charging infrastructure. as well as the simplified process of including apartment buildings in the program. According to data presented at a RAE conference on energy poverty last week, energy saving interventions with the best cost / benefit ratio (ie those that provide greater energy savings at a lower cost) ) are in order the insulation, the heating system and the frames. It also appears that investments are more cost-effective in larger buildings as well as in buildings that before the interventions are classified in a low energy category (ie energy consuming). The new schedule for the start of applications is formed by Region as follows: Thessaly: 09.12. 2020Epirus and Ionian Islands 11.12.2020Attica 14.12.2020Central Greece, Peloponnese 16.12.2020Western Greece 18.12.2020Cretes, North Aegean, South Aegean 21.12.2020Eastern Macedonia and Thrace 11.01201201201 are as follows: In “SAVE – AUTONOMOUS” there are now three types of applications. One for individual apartments or detached houses and two for apartment buildings.1. Application for an Individual Apartment or Detached House, 2. Apartment Building Application Type A: Refers to an apartment building application submitted by its representative and linked to individual applications for individual apartments that include shared and non-shared interventions to upgrade them.3. New category in “Saving – Autonomous” Application for an Apartment Building Type B (Shared Interventions): It concerns an application for an apartment building submitted by its representative and includes only independent energy saving – autonomous interventions in the common areas, including interiors of the program concern: -Subsidy of the eligible intervention budget of the eligible properties at a rate of up to 85% and 95% for the lignite areas. It is noted that the eligible intervention budget per application of the Beneficiary can not exceed the product of 1.2 euros in total estimated annual primary energy savings (kWh) as it results from the First Certificate of Energy Efficiency. – Possibility of granting an interest-free loan to cover the private participation if requested by the interested party. In the case of covering the private participation only with own funds, there is no possibility of advance payment from the program. Also, the private participation, in the case of the applications of type B apartment building, will be covered exclusively with own funds. The proposal for energy upgrade, submitted with the application, should cover the minimum energy objective of the application, as follows: • For applications of individual apartments and detached houses, upgrade by three energy categories, in relation to the existing classification in the A ‘PEA. • For applications of type A apartment buildings, upgrade by three energy categories, in relation to the existing classification in the A’ PEA. • For applications of apartment buildings type. B, no minimum energy target is set. The subsidized investments include interventions in frames / shading / ventilation systems, thermal insulation, heating and cooling systems, domestic hot water systems and other autonomous systems such as photovoltaic systems, energy storage systems, rechargeable vehicle, energy management devices (smart home), upgrade the elevator and lighting upgrade. The installation of Photovoltaics is allowed only if with the energy saving interventions the house is classified at least in the energy category B + (for buildings of initial classification H to D) or A (for buildings of initial classification C). The maximum eligible budget cannot be greater than : 50,000 euros for a detached house / individual apartment / apartment as part of an application in a type A apartment building, – 80,000 euros for an application for a type B apartment building.
