The deficit in the state budget balance in the first 9 months amounted to 11,269 million euros, according to the data of the Ministry of Finance, recording a primary deficit of 7 billion euros. The primary result amounted to a deficit of EUR 7,011 million. , against a target for primary surplus of 2,568 million euros and primary surplus of 4,474 million euros for the same period in 2019. The amount of net revenues of the state budget amounted to 33,497 million euros, showing a decrease of 4,722 million euros or 12.4 % against the target set out in the 2020 budget report. The entry of an amount of approximately 8 million euros in the Detailed Revenue Accounts (ALE) is pending, specifically in the category “Taxes” during the month of July 2020. The above amount will appear in the correct ALE after the solution of the existing technical problem. This significant revenue shortfall, despite the increased revenue of PDE, is mainly due to the reduction of economic activity due to the health crisis, the impact of measures taken to deal with it, as well as the increased tax revenue refunds. Tax revenues amounted to € 30,988 million, down € 5,498 million or 15.1% from the target set out in the 2020 budget report. This lag, according to the finance ministry, in addition to the impact of the health crisis, is mainly due to: a) The reduction of the income tax advance of legal entities affected by COVID-19, b) The payment of personal income tax in 8 monthly installments (the third until the end of September 2020) instead of the 3 bi-monthly installments provided for in the 2020 budget report (the second bi-monthly installment by the end of September 2020), c) In the payment of legal income tax in 8 monthly installments instead of the 6 monthly installments of the target, d) The extension given for the payment of the first and the second installment of ENFIA until the end of October, while in the introductory report of the 2020 Budget it was foreseen that the first installment will be collected in September. In particular, in the period January-September 2020, an increase compared to the target was observed in the following main categories of revenue: a) Other current taxes by 80 million euros or 8.2% of which: Vehicle taxes by 35 million euros or 24.5 %, b) Transfers by 1,259 million euros or 43.5%, which is due on the one hand to the increased revenues of PDE, on the other hand to the collection in July 2020 of 644 million euros from ANFAs, which was not foreseen in the 2020 Budget , c) Other current income by 673 million euros or 49.7% of which: Reimbursement of expenses by 774 million euros or 310.2% due to the increased revenue of PDE. main categories: a) VAT on petroleum products and their derivatives by 408 million euros or 27.2%, b) VAT on tobacco products by 31 million euros or 6.2%, c) VAT on other products and services by 1,793 million. (d) EFC of energy products by EUR 318 million or 9.9%; e) TAC of tobacco products and 105 million euros or 6.4%, f) VAT on other products by 126 million euros or 24.5%, g) Stamps taxes by 30 million euros or 12.6%, h) Taxes on financial and capital transactions by EUR 62 million or 18.7%, i) Vehicle registration taxes by EUR 60 million or 26.6%, j) Other taxes on specific services by EUR 205 million or 14.6%, k) Other taxes on goods by EUR 20 million or 36.6%; l) Taxes and duties on imports by EUR 53 million or 22.0%; of which: ENFIA by 827 million euros or 51.7%, n) Other taxes on production by 33 million euros or 3.7%, o) Income tax payable by individuals (VAT) by 763 million euros or 9, 0%, p) Income tax payable by companies (NP) by 593 million euros or 27.8%, q) Other income taxes by 84 million euros or 9.3%, r) Capital taxes by 56 or million euros 29.5%, s) Sales of goods and services by 130 million euros or 25.9%, k) Sales of fixed assets 314 million euros or 98.4%. Revenue returns amounted to 4,086 million euros, increased by 711 million euros from the target (3,375 million euros). Public Investment Budget (PDB) revenues amounted to € 3,831 million, up € 1,158 million from the target. In particular, in September 2020 the total net revenue of the state budget amounted to 3,342 million euros, reduced by 2,422 million euros compared to the monthly target. The total state budget revenues amounted to 4,097 million euros, reduced against the monthly target by 2,217 million euros.
